Facebook up in many countries but not in Western Europe
Facebook.com has high users, except in some other parts of western Europe, nearly four hours later an outage was first observed.

A message on facebook.com said -"Sorry, something went mistake. We are working on it and we will get it as soon as we can "
The mobile Messenger services and app appeared to be working during the outage.
Facebook and its photo-sharing site Instagram were stopped around the world for up to an hour on Jan 27. Facebook blamed an internal wrong.
The company was not available there for comment on the latest outage.
